News Digest: Federal Affairs (December 30, 2021 – January 5, 2022)


According to the Ministry of Federal Affairs, 300 local governments out of 753 have their own administrative buildings. However, 300 local governments are under buildings construction. The Finance Minister has allocated Nrs. 800 million to fund the building construction of local government in the current fiscal year. According to the Depart of Local Infrastructure, the federal government needs to provide Nrs. 60 million each local government for the building constructions.

Province 2 has spent 7.6 percent budget in the first five months of the current fiscal year (FY) 2021-22. According to the former chair of the Provincial Policy and Planning Commission, the capital budget expenditure has been affected due to the lack of willingness of the government. Similarly, the vice-chair of the commission also said that the capital budget expenditure has been affected by politics as well.

The Office of the Comptroller and Auditor General (OCAG) has detected financial irregularities of 122 percent (Nrs. 25.26 billion) in the FY 2020-21. However, the financial irregularities were Nrs. 11.39 billion in the fiscal year 2019-20. The FY 2020-21 the financial irregularities reached Nrs 13.86 billion more than the previous year. Out of the total irregularities the government has to spend Nrs. 6.95 billion, Nrs 950 million recover, and Nrs 17.71 billion overdue.

According to the Ministry of Home Affairs (MoHA), more than 10 leaders and carders reach a day in the ministry for demanding additional budget. The MoHA will not be able to fulfill Nrs. 50 billion if approved all demanding additional budget. The leaders and cadres are pressuring the ministry’s employees to approve the budget.

The Chichila Rural Municipality of Sankhuwasabha has allocated Nrs 7.696 million to bear the expense of the team participating in the ‘Sixth Smart Cities Technology Symposium and Exhibition’ in the United States in January 18-19, 2022. The rural municipality was invited by the US to the event. Locals of Chichila are criticizing the representatives while deciding to bear the expense in the visit. 

The Health Minister of Bagmati Province, Nima Lama has decided to reform the health facilities from the district to Wards. Minister Lama has a plan to provide health equipment in the health institutes.

Bannigadhi Rural Municipality of Accham is collecting the data of the landless people and disorganized residents. After completing the work of data collection, there is a plan to provide land ownership certificates and settle the residents.
