Administration Issues 

Chief Minister of Bagmati Province Rajendra Pandey, has expanded the cabinet for the third time on December 14. Chief Minister Pandey appointed five ministers and a state minister. Chief Minister Pandey has also split ministries into 14 for distribution of power-sharing. Previously there were only eight ministries. 

On December 15, eight Provincial Assembly meetings of Province 2 scheduled to table the name of and its capital city.

According to the report of the ministry of federal Affairs and General Administration that the local level’s working performance is not satisfactory. The local level has not even met the criteria set by itself such as garbage management and map for the construction at the local level. 

Economic and Development 

According to the Financial Comptroller General Office, the government has spent 6.13 percent of its capital budget in five months in the current fiscal year 2021/22. However, as per the target the government has to spend at least 30 percent capital budget so far. But the government was not able to spend the capital budget as it delayed the preparation of the replacement bill, action plan, and working procedure.

Most of the local government’s services have been affected after representatives were busy in the general convention of the three main parties. Due to busyness in the convention the local government could not form a consumer committee in a timely manner and the implementation of the plan has been affected. 

Governance 

Commission for the Investigation of Abuse of Authority (CIAA) raided two local levels—Chagunarayan Municipality and Sunkori Bhokraha Rural Municipality of Bhaktpur. Both local levels had received complaints of irregularities in procurement worth Nrs 500,000 and then CIAA had been taken under control of the documents.  

According to the Provincial Health Supply Management Center of Sudurpaschim Province, 42 percent of citizens have taken the COVID-19 vaccine so far. According to the center, 55 percent of citizens have taken a single-dose vaccine while double-dose by 42 percent.
