The new Chief Minister (CM) of Bagmati Province, Rajendra Pandey has won the vote of confidence in the provincial assembly on November 8. Out of the 109-member in the Provincial Assembly of Bagmati, CM Pandey received 59 votes in his favor while 43 votes were cast against him, five lawmakers were absent, and two chose to stay natural. Pandey was appointed as CM on October 28 with the support of the Nepali Congress, CPN-Maoist Center, CPN-Unified Socialist, and Janata Samajbadi Party Nepal.
On November 9, the Federal Cabinet meeting changed the provincial chiefs of Province 1, Karnali Province, and Sudurpaschim Province. During the meeting, the cabinet recommended Prasuram Khapung from Janata Samajbadi Party Nepal, Tilak Pariyar from Maoist Center, and Dev Raj Joshi from Nepali Congress as provincial chiefs of Province 1, Karnali Province, and Sudurpaschim Province respectively.
Newly appointed CM, Rajendra Rai of Province 1 has announced that he will finalize the Province name in his tenure. CM Rai will also discuss with the opposition CPN-UML while finalizing the provincial name. CM Rai also mentioned that the provincial name could be based on the identity of Province 1 such as Koshi, Kirat, and Sagarmatha.
Economic and Development
Duet to dispute among representatives, 31 local governments have failed to submit their annual budget for the current fiscal year 2021-22. According to the Ministry of Federal Affairs and General Administration most of the failures were local from Province 2. Reportedly 26 local governments failed to submit their budget from Province 2 only, while three in Bagmati Province, and two in Province 1. The government has stopped the four types of grants to the local governments due to failing to submit a budget.
On the recommendation of the Province 2 Cabinet, Provincial Chief Harisankar Mishra has issued two bills –Technical University related bill and Agriculture Technical University. Provincial government has recommended to establish Agriculture University in Rajbiraj of Saptari and Technical University in Birgunj of Parsa.
The newly appointed CM of Karnali Province, Jeevan Bahadur Shahi is preparing to expand his cabinet. Shahi was appointed as CM on November 3 after the resignation of CM Mahendra Bahadur Shai as per the gentleman’s agreement. Now three coalition parties Nepali Congress, Maoist, and CPN-Unified Socialist have participated in the government.
The staff of Local Development Training Academy in Jawalakhel of Lalitpur have padlocked the office and demanded the resignation of the executive director. The staff has accused that the director of the academy has not paid attention to the management of the office, staff, and other activities.
District Administration Office Baitadi is facing service delivery due to a lack of staff. The office has not been able to provide relief to the flood victims a lack of staff.
Machhapuchhre Rural Municipality of Kaski has fixed the fare of public vehicles operating on different routes within the municipality. After several complaints from locals, the municipality finalized the fare discussion with concerned bodies.
