News Digest: Federal Affairs (September 30 to October 6, 2021)

On October 4, Mahantha Thakur-Rajendra Mahato’s Loktantrik Samajbadi Party sought the resignation of Province 2 Chief Minister Lal Babu Raut by obstructing the provincial assembly. After the Commission for the Investigation of Abuse of Authority (CIAA) raided on September 29, office of the Chief Minister, Loktantrik Samajbadi party demanded the resignation of the Chief Minister in terms of morality. They demanded that the CM should resign and allow an investigation.

On October 4, in the National Assembly meeting, the main opposition party – the Communist Party of Nepal Unified Marxist Leninist (CPN-UML) has asked answers with the speaker about the Political Party Act, delay regarding the cabinet expansion, dismissed squatters’ problem resolution commission, and delay constructions. The opposition party has claimed the ruling party has taken steps against the people’s interest.

Economy and Development 

The Ministry of Economy Affairs and Planning, Lumbini government has prepared to submit the budget on October 6 to the provincial assembly. Previously, the former chief minister Shankar Pokharel had introduced the budget for the Fiscal Year 2021-22 through ordinance but the disagreement of opposition parties the budget was not implemented so far. Now the coalition government of Nepali Congress, Maoist, Janata Samajbadi Party, Janamorcha, and Independent has prepared to unveil the budget by amending some new programs.

After three months introduced the Common Minimum Program led by Sher Bahadur Deuba has not been implemented so far. The program is an effective agenda such as Covid-19 control, implementation of federalism, emphasize in good governance, implementation the socio-economic development programs including public prosperous and human development. But due to the consent ruling alliance in the politics to fully affected the implementation of the program.


After the first federal election, 28/29 local government has submitted to the provincial government for changing boundaries of local bodies. But it has not been implemented by the provincial government so far. As per the provision, the boundaries of local levels have to be changed within one year before the election data. While the local representative’s tenure is going to be completed within eight months (on May 23, 2021).

The Provincial Public Service Commission of Province 2 has submitted a report on October 4 to the Provincial Chief Hari Shankar Mishra. In the report, the commission noticed that the commission had opened165 positions by open competition and 113 through promotion.
