News Digest – Federalism (November 12 – 18)


Development Issues: The Ministry of Federal Affairs and General Administration instructed the local bodies by arranging to construct a hospital building. Out of 753 local levels, 649 levels have no hospitals. Meanwhile, in the first stage, the government has decided to build a 5-to 15-bed hospital buildings at 396 local levels on December 10.

The Minister for Urban Development took action against the contractors who took the responsibility to construct the bicycle-lane. The ministry planned to make bicycle lanes in city areas. The ministry will immediately consult with seven provincial and local governments from the city areas and to come out with a detailed study for the construction of lanes. 

According to the Finance Comptroller General Office, there has been an audit objection of more than NPR. 11 billion in the fiscal year 2019/20 all over the country. The government of Province 2 purchased five buses for the convenience of the civilians.

Administrative Issues: The Provincial Public Service Commission (PSC), Lumbini Pradesh, is hiring seventh level staff. However, the federal PSC opens official level vacancies from the sixth level only. Both the federal and provincial level should open vacancy from the sixth level to the entry point.

COVID-19 Response: The government has added 208 ventilators from different donors to various government hospitals during the nine months of the pandemic. However, the government has not been able to procure even 22 ventilators that were tendered three months ago. Similarly, the government has not yet fulfilled the announcement of adding 120 ICU beds. According to the head of the management division under the Health Service Department, the government is yet to purchase any ventilators with its own money.

On November 13, a meeting of the Provincial COVID-19 Crisis Management Committee, Province 2 reviewed the past events and future strategies as a response during any pandemic. Meanwhile, the government has started preparations of the third phase to control the Coronavirus. The government also prepared to set up PCR machines in four districts; Siraha, Mahottari, Sarlahi, and Bara.

According to the Ministry of Social Development in Karnali Pradesh, most of the Coronavirus infected are staying in home isolation. Meanwhile, on November 13, Karnali Pradesh started telecommunication service via phone call, Viber, and Facebook to make it easier for health facilities for COVID-19 infected.
