
National seminar titled “China’s Role in Nepal’s Infrastructural Development” was held in Biratnagar on January 24, 2025, bringing together over a hundred participants including policymakers, academics, journalists, and business leaders. Organized by the Centre for Social Inclusion and Federalism (CESIF), the seminar aimed to decentralize discussions on foreign policy and share insights on China's growing involvement in Nepal's infrastructure and NGO sectors.
The event began with welcome remarks by Mr. Vishwanath Rijal, President of Elite Club, Biratnagar. CESIF Executive Chairperson Ambassador Vijay Kant Karna emphasized the need for strategic diplomacy, urging Nepal to cautiously engage with China’s Belt and Road Initiative (BRI) by prioritizing national interest and economic sustainability.
Research Fellow Mr. Pawan Adhikari presented CESIF’s findings, highlighting China’s increasing influence through both large-scale infrastructure projects and deeper involvement in Nepal’s social sectors via NGOs. He noted a shift in Chinese strategy toward smaller, people-focused projects and closer ties with Nepal’s political and business elites.
Keynote speakers included Former Defence Minister Dr. Minendra Rijal, Former Foreign Secretary Amb. Madhu Raman Acharya, and Author Amish Mulmi, along with regional experts like Prof. Dr. Krishna Pokharel and Ms. Indira Parsain.
The seminar concluded with a strong call for Nepal to adopt a strategic, informed, and nationally beneficial approach when engaging with China—leveraging its unique geopolitical position while safeguarding sovereignty and development goals.
